There is always things in the works. Blogs are made when there's content worthy of posting (and time permits). We tend to have a higher standard of what deserves a blog post which is why they aren't as frequent as they could be.

If your load is single threaded, you would expect it to be on one CPU.

The usual process would be identifying what's causing the load and try to improve that.
