No local mirrors should be needed anymore. The CDN provides mirrors all the way around this big blue marble we're floating on.

Can't tootle go into the repo? The deps look fine. Or is it a version issue?

Disk Usage Analyzer (package name baobab) is pre-insatlled on Budgie and GNOME iirc and is nicely GUI based. I still use ncdu because I'm extremely familiar with it.

They host the torrent for us, if we direct link they don't get ad revenue and wouldn't be able to survive.

It's pre-installed as it's one of the primary avenues for support.

Only things installed direct from the repository get automatically updated with "eopkg up", unless the developer built in their own update mechanism.
