Where can I edit the pulse config files? especially what's usually at /etc/pulse/daemon.conf?

I want to change the "default-fragments" and "default-fragment-size-msec"

Usually these files would be in /etc/pulse/daemon.conf, but they're not there in Solus MATE

This is because solus is a stateless distribution : the default system configuration file is: /usr/share/pulseaudio/daemon.conf but you should not modify it. Instead, create a (or copy the system config) file in: /etc/pulse/daemon.conf and modify it there.
The file fron /etc then be used. If one day you have problems or you want to switch back to the default Solus configuration, just delete the customized config file you added in /etc. :)
