Maybe this? https://vanillaforums.com/en/software/
Either payable or completely open source.
You can use their migration plan or use their tool and export/import everything yourself: http://docs.vanillaforums.com/developer/importing/
General documentation: http://docs.vanillaforums.com/developer/

The forum software doesn't determine the amount of spam. I used to get loads of spam on a forum that was running a relatively unknown forum software before. phpBB 3.2 is good, and it works well + is professional compared to most other free forum software. However if you really are looking for a free alternative then try out Simple Machines Forum.

Also, it might seem suspicious that I have a link to my own site in my signature and am a new member, but trust me, I'm not a spammer (otherwise I'd probably slap the link everywhere, lol).
